Joven Rivero Nazareno was born on June 12, 1946 in the City of Cavite, Philippines. He was the second son of Jovencio Katibayan Nazareno, Sr., and Esther Rivero Nazareno. He graduated from the Mapua Institute of Technology (now Mapua University) in Manila in 1968 with a Bachelor of Science degree in Chemical Engineering.
After graduation, Joven worked as a draftsman for the Philippine Navy. While working there, he met Teresita Johnson in 1970. They fell in love and married on July 30, 1972. Joven and Teresita had two children, Joven, Jr. in 1975 and Jeffrey in 1978.
In 1970, Joven enlisted in the United States Air Force, where he trained as a Precision Equipment Measurement Specialist. In 1975, he completed the Officer Training School program. He would later be promoted to the rank of Major, where he became an Information Management Commander and Executive Staff Officer. During his time, he received numerous medals and commendations for his exemplary work, including the Outstanding Air Force Administration Officer of the Year in 1985. Joven retired on July 31, 1992.
Following his military service, Joven joined the San Joaquin Valley Unified Air Pollution Control District in Fresno, CA. His work as a Senior Engineer included writing regulations for oil refineries, glass production facilities, and other manufacturing operations that emit pollutants into the atmosphere. His work became the model for other air districts in the state, as well as formed the basis for several Environmental Protection Agency regulations throughout the country. After almost 20 years with the Air District, he retired in 2011.
Joven passed away on December 27, 2020. He is survived by his wife Teresita, his two children Joven, Jr. and Jeffrey, his older brother Edgardo and his wife and children, and younger brother Randalph and his wife and children. Joven will be remembered as a loving husband and father. He was a man of great kindness, caring for and helping all those who had the privilege of knowing him. His meticulous nature and thoughtfulness inspired people around him to also be great, in the same way that he lead by his example.
